もともと、非課税世帯にそうした恩恵はあった中で新たに課税世帯だけが恩恵を受ける制度ができた。
このとき非課税世帯の恩恵が増えたわけではない。
課税世帯だけが恩恵を受けたのだ。
これを不公平と言わなければ何というのだろうか。
